I am not sure what this is exactly, but I think it is a device to control the speed of a conveyor belt or similar mechanism in an automated factory. I think this case was used to demonstrate the zero speed switch. You can adjust the speed of a wheel attached to a oriental motor gear head and digital motor (m206-401-115). It tells you the speed on the digital tack, and you can adjust it.. It all works fine on 115 volt. Ask me questions or I can send more photos.
